但你知道一张GRS认证要审多久?一个医疗ISO 10993要花多少钱?奶瓶T/ZZB团标,再生料里直接禁入。
真相是:再生PPSU这行,真正卡住人的不是价格,是证。
没有证,你耐摔做得再匀,品牌客户和整机厂也不敢把你写进合格供应商名录;有了证,同样一吨再生琥珀色PPSU,价格能比无证的高出一截。
这篇把再生PPSU的认证门槛一层层剥开,看看每张证背后到底是多少钱、多少时间、多少料源的功课。
再生PPSU的认证体系,是分层的,一层一道门。
首层是再生含量认证,GRS、ISCC PLUS、UL 2809,证明你这料里真有那么多回收料、链路可追溯;第二层是医疗,ISO 10993加USP Class VI,证明你敢碰人体;第三层是食品接触,FDA 21 CFR 177.1560,证明你敢碰食品;第四层是电子电器,UL94天然V-0加RoHS、REACH,证明你敢接品牌整机厂;第五层是母婴,T/ZZB 2152-2021奶瓶团标,直接把回料挡在门外。
每一层都是真金白银堆出来的。你想接哪类客户,就得先翻哪道门。
门后面的世界,比门前面贵得多——每一张证,都是高值琥珀再生料的通行证。
但要说清楚一个残酷现实:再生料因为追溯链断裂,医疗、食品、母婴这三张证基本保留不住,能稳稳拿到手的,主要是首层的再生含量认证和电子那一层的UL94合规。这也是为什么再生PPSU走的是工业级电子件这条主路——不是不想进高值区,是证真拿不到。
GRS是入场券,UL2809是敲门砖
GRS,全球回收标准,再生含量不低于20%就能申请,但申请下来只是开始。
它不光查你料里有多少回收料,还顺手套上环境、社会、质量一大堆要求,物理链路追溯要四要素齐全,全链条可追溯。再生PPSU做贸易,GRS追溯基本是绕不开的一张证。
品牌客户更认UL 2809——那是把再生含量声明拆开验证,PIR和PCR占比算清楚,区分闭环料和开路料,第三方来人现场审核一整套。它不考核物理性能,但考的是你这料里的再生含量是不是真的、从哪来的。
ISCC PLUS走的是质量平衡路线,欧洲品牌客户常点这个名。
宁波有家做特种工程塑料贸易的客户,之前一直在国内收料拼货,GRS证办了一年多,证书倒是有了,但一家欧洲品牌客户一来审厂,翻料源台账——这一批从哪个回收物出来的、上一任料是谁用的、中间过了几道分选,全说不清,直接把年度单子撤了。后来它把料源整个挪到东南亚——越南那边中资出海的造粒基地、泰国母婴电子厂产生的干净PPSU水口料,按GRS和ISCC PLUS两条线走,链路台账一条条补齐,半年后那家欧洲客户复审通过,年度订单反过来翻了一倍。

医疗和母婴认证是修罗场
要进医疗和母婴供应链,光有GRS远远不够,那才是修罗场。
医疗这边,ISO 10993加USP Class VI是门票,Radel医疗级原生达标。但再生料原则上不用于医疗主件——可追溯性和灭菌验证两件事,再生料批次波动大,验证做不起,可复用医疗件按法规就禁止掺回料。
母婴这边,T/ZZB 2152-2021《PPSU奶瓶》团标写得明白:瓶身须为聚亚苯基砜树脂、符合GB 4806.6,严禁使用回料。也就是说,奶瓶瓶身这条线,再生PPSU从根上就进不去。
还有一处悬案要提醒:卫生部2011年第23号公告那串树脂名单里,网传PPSU条目附了“限121℃、不可用于婴幼儿”的字样,但PPSU奶瓶在国内合规流通了十几年,这行字更可能是搜索引擎抓取时表格行错位,挂到了旁边PSU或PC的备注上。到底归谁,得以公告原表逐行核对为准,别想当然。
政策这边,欧盟新ELV法规2026/1738强驱动——2032年9月起新车塑料中消费后再生塑料占比不低于15%,2036年9月起不低于25%,只认消费后废料,而且其中至少20%必须来自闭环回收。国内这边,整车厂ESG采购导向已经起来,但还没有国家强制占比法规。
说白了,医疗和母婴是听着性感、做着骨感的方向,没有原生牌号的完整台账和一两年的体系积累,别硬闯。
电子和食品接触是两道天花板
电子电器和食品接触,是再生PPSU认证的两道天花板。
电子这边,UL94 V-0是硬指标。PPSU分子主链带砜基和联苯芳环,本质阻燃,到0.8mm壁厚就天然V-0,不需要额外加阻燃剂——这是它相对PC、ABS、PA顶硬的一条优势,别家靠加阻燃剂凑,它靠分子结构本身就达标。RoHS和REACH那套有害物质合规也要跟上。
食品接触这边,FDA 21 CFR 177.1560是PPSU的专项条款——聚芳砜树脂,CAS 79293-56-4。这里必须说个很容易搞混的点:177.1500那是尼龙,不是PPSU;PPSU的食品接触通道是177.1560。指定牌号原生合规,但再生料没有原生牌号台账,FDA不认再生料的背书,碰不了。至于NSF 61饮用水那条,PPSU是否列名目前未见确证,采购前得按牌号去列名数据库里查清楚。
说白了,电子级那道门,PPSU靠分子结构天然占优,再生料只要分选干净就能进;食品级那道门,原生牌号在,再生料别硬闯。
东南亚料源是琥珀料的护城河
很多人盯着认证本身较劲,其实忘了——认证的根在料源。
RCEP框架下,中国和东盟之间的塑料粒关税一步步降为零,凭Form R原产地证就能享惠。中资改性厂这些年在越南、泰国、马来西亚设厂的一家接一家,本地的再生和造粒基地成规模。
越南那边2024年废塑料造粒产能已经做到约68万吨,其中大约65%由中资或中资控股运营,主供欧美日韩品牌的再生含量需求。越南2025年起全面禁止废塑料进口,只允许高纯颗粒入境;泰国2025年1月起也禁了塑料垃圾进口。这意味着东南亚本土再生产能正在从废料分拣转向高纯造粒,货源结构趋紧。
要说特种PPSU再生料的东南亚来源,目前的真实路径是这样的:泰国和越南北部那一带的母婴厂、电子厂,生产过程中产生的PPSU水口料和边角料,经中资再生厂分拣、造粒后回流中国。量不算大,但料干净、历史清楚,正好喂饱GRS和ISCC那套追溯体系。海关HS编码项下不单独披露PPSU再生颗粒的贸易数据,渠道布局正在加速,真正在大客户里站稳的再生PPSU供应商,背后几乎都有一条东南亚的料源通道。
这不是加分项,是护城河——因为GRS、ISCC那些证考的可追溯,根就在这里。料从哪片回收物出来的、经过谁的手,没有这条通道,你编都编不圆。
反过来讲,国内不少做再生PPSU的贸易商,手里有货有账,但拿不出一条连贯的海外料源台账,客户一翻就露馅。这就是为什么同样一吨GRS认证料,有东南亚进口渠道的能多卖一截价——人家卖的不是料,是那本翻得开、对得上、查得清的账。

The truth is: in the recycled PPSU industry, what really holds people back isn't the price, but the certification.
Without a certificate, no matter how evenly you make the drop resistance, brand clients and machine manufacturers won't dare to list you as a qualified supplier; With a certificate, the price for one ton of recycled amber-colored PPSU can be a step higher than uncertified.
This article peels down the certification thresholds for recycled PPSU one by one, showing how much money, time, and material sources each certificate actually has.
The recycled PPSU certification system is layered, with each layer having a gate.
The first layer is recycled content certification: GRS, ISCC PLUS, UL 2809, proving that your material really contains a lot of recycled materials and traceable supply chains; The second layer is medical, with ISO 10993 plus USP Class VI, proving you dare to touch the human body; The third layer is food contact, FDA 21 CFR 177.1560, proving you dare to touch food; The fourth layer is electronics and electrical appliances, UL94 natural V-0 plus RoHS and REACH, proving you dare to take on brand OEMs; The fifth layer is for mothers and babies, T/ZZB 2152-2021 baby bottle group label, directly blocking recycled materials from the door.
Each layer is built with real money. Whatever type of customer you want to serve, you have to first climb through that door.
The world behind the door is much more expensive than in front of the door—every certificate is a pass for high-value amber recycled materials.
But let's be clear about a harsh reality: because the traceability chain for recycled materials is broken, the medical, food, and maternal and infant certificates are basically impossible to keep. The only ones you can reliably get are the first-layer recycled content certification and the electronics layer UL94 compliance. That's why recycled PPSU follows the industrial-grade electronic component path—not because they don't want to enter the high-value zone, but because they can't get the certificate.
GRS is the ticket to entry. UL2809 is a stepping stone
GRS global recycling standard, requiring a recycled content of no less than 20%, but getting approved is just the beginning.
It not only checks how much recycled material is in your material, but also applies a host of environmental, social, and quality requirements. Physical traceability requires all four elements to be complete, and the entire chain is traceable. For recycled PPSU trade, GRS traceability is basically an unavoidable certificate.
Brand clients recognize UL 2809 more — that is, it takes apart the recycled content declaration for verification, clearly calculates the proportion of PIR and PCR, distinguishes between closed-loop and open-circuit materials, and has a third-party on-site audit completely. It doesn't assess physical performance, but tests whether the recycled content in your material is real and where it comes from.
ISCC PLUS follows a mass balance route, and European brand clients often mention this name.
Ningbo has a client specializing in engineering plastics trading that previously spent domestic sourcing and consolidation. They had a GRS certificate for over a year, and the certificate was in place. But when a European brand client came to audit, they checked the source ledger—which batch of recycled material came from, who used the previous material, and how many sorting processes went through. It was all unclear, and the annual order was withdrawn. Later, it shifted the entire supply to Southeast Asia—the Chinese pelletizing base in Vietnam, and the clean PPSU sprue material produced by the Thai mother and baby electronics factory. They followed the GRS and ISCC PLUS lines, completing the ledger step by step. Six months later, the European client passed the re-review, and the annual order doubled.
This is the value of Southeast Asian import channels—not just clean materials, but also traceable sources. In the GRS and ISCC systems, it's truly worth spending money. Medical and maternal and infant certification is a battlefield.
To enter the medical and maternal and infant supply chains, GRS alone is far from enough—that's the real battleground.
On the medical side, ISO 10993 plus USP Class VI is the ticket, and Radel's medical-grade native standards are met. However, recycled materials are generally not used for main medical components—traceability and sterilization verification are two matters. Batch fluctuations in recycled materials make verification difficult, and reusable medical parts are prohibited from adulterating recycled materials according to regulations.
Mother and Baby Side, the T/ZZB 2152-2021 "PPSU Baby Bottle" group label clearly states: the bottle body must be made of polyphenylsulfone resin, compliant with GB 4806.6, and the use of recycled material is strictly prohibited. In other words, recycled PPSU cannot enter the bottle body from the root.
Another unsolved case to remind us: in the Ministry of Health's 2011 Announcement No. 23, the resin list contains a rumored PPSU entry with the phrase "limited to 121°C, not suitable for infants and young children," but PPSU bottles have been compliantly circulated domestically for over a decade. This line is more likely misaligned during search engine crawling and attached to the remarks on the PSU or PC next door. Who exactly belongs to it depends on the original announcement and line by line verification; don't take it for granted.
Policy side, the EU's new ELV regulation 2026/1738 strongly drives — starting September 2032, the proportion of post-consumer recycled plastics in new car plastics must be no less than 15%, and from September 2036, no less than 25%. Only post-consumer waste is recognized, and at least 20% must come from closed-loop recycling. Domestically, automakers have adopted ESG procurement orientation, but there are still no national mandatory proportional regulations.
To put it bluntly, healthcare and maternal and infant are directions that sound sexy but are lean in the industry. Without a complete record of original brands and a year or two of system accumulation, don't rush in.
Electronics and food contact are two ceilings
Electronics and food contact are the two ceilings for recycled PPSU certification.
On the electronics side, UL94 V-0 is a hard standard. PPSU's molecular backbone contains sulfone and biphenyl aromatic rings, making it inherently flame-retardant. With a wall thickness of 0.8mm, it naturally becomes V-0 and does not require additional flame retardants—this is its advantage over PC, ABS, and PA in hardness. While others rely on flame retardants, its molecular structure itself meets standards. Compliance with hazardous substances from RoHS and REACH also needs to keep up.
Food Contact Here, FDA 21 CFR 177.1560 is a special provision for PPSU—polyarylsone resin, CAS 79293-56-4. Here's a point that's easy to confuse: 177.1500 is nylon, not PPSU; PPSU's food contact channel is 177.1560. The designated grade is native compliant, but recycled materials don't have a record of the original grade, so the FDA doesn't recognize the endorsement of recycled materials, so you can't touch them. As for NSF 61 for drinking water, whether PPSU is listed has not yet been confirmed. Before purchasing, you need to check the listed grade in the database.
To put it plainly, at the electronic grade gate, PPSU naturally dominates due to its molecular structure; as long as recycled materials are sorted cleanly, they can enter; For food-grade products, the original grade is present, so recycled materials shouldn't be forced in.
Southeast Asian raw materials are the moat for amber materials
Many people focus on certification itself, but actually forget — the root of certification lies in the raw materials. Under
RCEP framework, tariffs on plastic pellets between China and ASEAN have gradually been reduced to zero, allowing benefits with Form R certificates of origin. Chinese-funded modification plants have set up one after another in Vietnam, Thailand, and Malaysia over the years, with local recycling and pelletizing bases growing large.
Over in Vietnam, in 2024, waste plastic pelletizing capacity has reached about 680,000 tons, with roughly 65% operated by Chinese or controlled by Chinese capital, mainly supplying recycled content needs from European, American, Japanese, and Korean brands. Vietnam will completely ban waste plastic imports starting in 2025, only allowing high-purity pellets to enter; Thailand has also banned plastic waste imports since January 2025. This means that Southeast Asia's domestic recycling capacity is shifting from waste sorting to high-purity pelletizing, tightening the supply structure
Speaking of the Southeast Asian sources of special PPSU recycled materials, the current real path is this: in Thailand and northern Vietnam, maternal and infant factories and electronics factories produce PPSU sprue and scraps during production, which are sorted and pelletized by Chinese-funded recycling plants before returning to China. The volume is not large, but the material is clean and historically clear, which perfectly feeds the traceability systems of GRS and ISCC. Under customs HS codes, PPSU recycled pellet trade data is not separately disclosed, and channel layout is accelerating. Renewable PPSU suppliers who truly establish themselves among major clients almost always have a Southeast Asian source channel behind them.
This is not a bonus, it's a moat—because the traceability of GRS and ISCC certifications is rooted here. Where the material comes from and whose hands it passes through—without this channel, you can't even make a perfect line.
Conversely, many domestic traders producing recycled PPSU have goods and accounts but cannot produce a coherent overseas material source ledger, so customers easily expose their vulnerabilities. This is why the same ton of GRS-certified material with Southeast Asian import channels can sell for a bit more—they are not selling raw material, but a ledger that can be opened, matched, and verified.
Five directions, selecting materials according to certification
Up to here, there are five commonly used directions based on certification:
GRS-certified materials, clear recycled content chain, brand customers and export orders;
Medical ISO 10993 virgin material, Radel medical-grade, withstanding repeated steam sterilization;
UL94 electronic-grade materials, natural V-0 with RoHS and REACH certification, suitable for complete machine manufacturers and semiconductor test parts;
FDA food-grade materials, only those with 177.1560 original grades to handle food contact active;
baby bottle group labels virgin materials, using T/ZZB 2152-2021 compliant virgin materials, with recycled materials not entering the bottle.
Ordering by certificate, much more reliable than ordering by price.
Selection tips, nine sentences explained
Finally, here's a set of practical selection tips:
1. When serving brand clients and exporting, first ask GRS and ISCC if they are complete;
2. When importing medical components, use ISO 10993 original medical grade, avoid recycled materials;
3. When making baby bottle bodies, use T/ZZB group-labeled virgin materials; don't rush into recycled materials;
4. Connect with electronics manufacturers, verify UL94 natural V-0 and RoHS together;
5. When touching food, recognize 21 CFR 177.1560, not 177.1500;
6. UL 2809 does not assess performance, but it tests the authenticity of recycled content, which is more effective than verbal promises;
7. Southeast Asian import channels, clarify whether it is a Chinese base or resale trade;
8. RCEP Form R certificate of origin, ask if the Xianghui channel has been used;
9. For large-scale supply, first see if you can supply ten batches consecutively, then negotiate the price for each batch.
Just these nine points, select materials according to the certificate, be confident.
Final thoughts
Recycled PPSU is about price on the surface, but on the surface, it's about certification and material sources. If the certificate is on the surface, it becomes void if the annual audit is not completed after one year; The root of the supply chain can run into trouble within three months if it's not stable.
