EU regulations (driven by external demand): According to the new ELV regulations, from 2032 onwards, new car models must have ≥15% recycled plastics, and by 2036 ≥25%, with at least 20% coming from the closed loop of end-of-life vehicles; the EU PPWR requires that by 2030, non-PET packaging in contact with sensitive substances must have ≥10% recycled content.
Food-grade progress: By 2025, China is expected to have about 37 companies with certification qualifications for food contact grade recycled PP (concentrated in East and South China); in the EU, governed by (EU) 2022/1616, EFSA certified processes are required.
High value-added proportion: About 28% of China's recycled PP is used in high value-added fields such as automotive and electronics, compared with about 43% in the EU, indicating significant room for structural upgrading.
