真相是:再生PSU这行,真正卡住人的不是价格,是证。
没有证,你透明料做得再匀,大客户也不敢把你写进合格供应商名录;有了证,同样一吨透明再生PSU,价格能比无证的高出一大截。
这篇把再生PSU的认证门槛一层层剥开,看看每张证背后到底是多少钱、多少时间、多少料源的功课。
再生PSU的认证体系,是分层的,一层一道门。
首层是再生含量认证,GRS、ISCC、UL 2809,证明你这料里真有那么多回收料、链路可追溯;第二层是医疗体系,ISO 13485加上生物相容那套,证明你敢碰人命;第三层是食品接触,FDA、欧盟10/2011,证明你敢碰吃的;第四层是饮用水,NSF 61、WRAS,证明你敢碰喝的;第五层是电子电器,UL94、RoHS,证明你的料不害人。
每一层都是真金白银堆出来的。你想接哪类客户,就得先翻哪道门。
门后面的世界,比门前面贵得多——每一张证,都是高值透明再生料的通行证。
再生PSU因为透明、耐高温、又蹲医疗和食品,认证门槛比普通再生料高出一大截,这也是它为什么小众但值钱。
GRS是入场券,UL2809是敲门砖
GRS,全球回收标准,再生含量不低于20%就能申请,但申请下来只是开始。
它不光查你料里有多少回收料,还顺手套上环境、社会、质量一大堆要求,全链条可追溯。
品牌客户更认UL 2809——那是把再生含量声明拆开验证,PIR和PCR占比算清楚,区分闭环料和开路料,第三方来人现场审核一整套。它不考核物理性能,但考的是"你这料里的再生含量是不是真的、从哪来的"。
ISCC PLUS走的是质量平衡路线,全球拿证的企业几千家,是欧洲品牌客户常点的名。
宁波有家做透明再生PSU改性的客户,之前一直在国内收料拼货,GRS证办了一年多,证书倒是有了,但一家欧洲品牌客户一来审厂,翻料源台账——这一批从哪个回收物出来的、上一任料是谁用的、中间过了几道分选,全说不清,直接把单子撤了。后来它把料源整个挪到东南亚——越南那边中资出海的造粒基地,承接当地电子电器和医疗制造基地产生的干净边角料,从海外回收、分选到造粒一条线走完,再借RCEP零关税海运回国内,每一批料都带着GRS和ISCC PLUS的可追溯链路,料从哪片回收物出来的、经过谁的手、哪一年复配的,台账上写得明明白白。改完之后,那家欧洲品牌客户验厂一次过,订单从月15吨稳到70吨。

医疗级认证是修罗场
要进医疗供应链,光有GRS远远不够,那才是修罗场。
ISO 13485质量体系是门票,生物相容性那套要逐项复验,灭菌验证要走一遍——你这料反复蒸完还安全不安全,得拿数据说话。三样加在一起,光是体系搭建到拿证,没个一年半载下不来,中间任何一个环节掉链子,前面投的钱和时间都打水漂。
再生PSU用于医疗部件,理论上完全可行,料源干净、批次稳定的话性能底子在。但门槛摆在那:体系证、生物相容复验、灭菌验证,三样缺一不可。
更现实的难处在于料源:医疗废料在回用之前必须先灭活、走有资质的渠道,普通再生厂根本碰不到这批干净料。市面上喊"医疗级再生PSU"的一大堆,真正把这套证配齐、还能持续供透明级的,屈指可数。主流玩法其实是原生医疗级打底,工业级PIR降级用在非关键位置——既省了钱,又绕开了最难的那道门。
说白了,医疗级再生PSU是个听着性感、做着骨感的方向,没有一两年的体系积累和一笔真金白银,别硬闯。
食品接触级是天花板
食品接触级,是再生PSU认证的天花板。
FDA那份授权已经核实——PSU树脂确实在可用于食品接触的名单里。欧盟对应10/2011。
但问题在于:食品接触级通常只收原生或者严格闭环的料,也就是同一条产线的水口、浇口、不合格品,料源干净、历史清楚。
那种多来源的再生料,一般不做食品接触——料源太杂,你说不清里面混过什么,谁敢往食品上靠?
真要硬走这条路,再生PSU需要单独论证"等效于原生",从立项、备料、做模拟迁移测试,到把全套工艺数据递出去,再审一轮轮补材料,走完一圈一年打底,花费几十万到上百万不等。到目前为止,这条路还没有真正量产的先例。
再提醒一句国内的边界:用于食品接触的PSU温度不能超线,婴幼儿食品容器更是明确不让碰。踩了这条线,不是退货的问题,是整个品类都进不了场。
说白了,食品级再生PSU,是个方向正确、时机未到的方向。
东南亚料源是另一条护城河
很多人盯着认证本身较劲,其实忘了——认证的根在料源。
RCEP框架下,中国和东盟之间的塑料粒关税一步步降为零,凭原产地证就能享惠。中资改性厂这些年在越南、马来西亚设厂的一家接一家,本地的再生和造粒基地成规模。
要说特种PSU再生料的东南亚来源,目前的真实路径是这样的:泰国和越南北部那一带的电子厂、马来西亚那边的半导体和医疗厂,生产过程中产生的PSU边角料,经分拣后回流中国。量不算大,但料干净、历史清楚。
渠道布局正在加速,真正在大客户里站稳的再生PSU供应商,背后几乎都有一条东南亚的料源通道。
这不是加分项,是护城河——因为GRS、ISCC那些证考的"可追溯",根就在这里。料从哪片回收物出来的、经过谁的手,没有这条通道,你编都编不圆。
四个方向,按证选料
到这儿,按认证分四个常用方向:
GRS认证料,再生含量链路清楚,打品牌客户和出口单;
医疗级认证料,ISO 13485加生物相容一整套,专攻医疗器械供应链;
饮用水级料,拿NSF 61那类认证背书,才碰直接接触饮用水的活;
食品接触级料,真拿到FDA授权、料源闭环的那种,目前还是稀缺品。
按证下单,比按价格下单踏实得多。
选型口诀,九句说透

The truth is: in the recycled PSU industry, what really holds people back isn't the price, but the certification.
Without a certificate, no matter how evenly you make transparent materials, big clients won't dare to list you as a qualified supplier; With a certificate, the same ton of transparent recycled PSU can cost much more than unlicensed.

The certification system for recycled PSUs is layered, with each layer having a door.
The first layer is recycled content certification, GRS, ISCC, UL 2809, proving that your material really contains a lot of recycled material and traceable links; The second layer is the medical system, ISO 13485 plus biocompatibility, proving you dare to touch human life; The third layer is food contact, FDA, EU 10/2011, proving you dare to touch edible water; The fourth layer is drinking water, NSF 61, WRAS, proving you dare to touch and drink it; The fifth layer is electronics and electrical appliances, UL94, RoHS, proving your materials are harmless.
Each layer is made from real money. Whatever type of customer you want to serve, you have to open the door first.
The world behind the door is much more expensive than the one in front of the door—every certificate is a pass for high-value transparent recycled materials.
Recycled PSUs have a much higher certification threshold than ordinary recycled materials because they are transparent, heat-resistant, and targeted in medical and food sectors. That's why they're niche but valuable.
GRS is the entry ticket. UL2809 is the entry
GRS, a global recycling standard—if the recycled content is not less than 20%, you can apply, but getting approved is just the beginning.
It not only checks how much recycled material is in your materials, but also applies a whole set of environmental, social, and quality requirements, making the entire chain traceable.
brand clients prefer UL 2809—which is the process of breaking down the recycled content declaration for verification, clearly calculating the ratio of PIR and PCR, distinguishing between closed-loop and open-circuit materials, and having a third-party on-site audit for a complete set. It doesn't test physical performance, but what tests is whether the recycled content in your material is real and where it comes from.
ISCC PLUS follows a mass balance approach, with thousands of certified companies worldwide, making it a favorite among European brand clients.
Ningbo has a client specializing in transparent recycled PSU modification. They had been collecting and consolidating materials domestically. They had a GRS certificate for over a year, and they did have the certificate. But when a European brand client came to audit, they checked the source ledger—which batch of recycled material came from, who used the previous material, and how many sorting steps went through. It was all unclear, so the order was withdrawn. Later, they moved the entire material source to Southeast Asia—the Chinese pelletizing base in Vietnam, handling clean scraps generated by local electronics and medical manufacturing bases. From overseas recycling, sorting, to pelletizing, the entire process was completed, then shipped back to China under RCEP zero-tariff sea shipping. Each batch carried traceability links with GRS and ISCC PLUS, clearly recording which recycled material came from, whose hands it went through, and which year it was remixed. After the upgrade, the European brand client completed the factory inspection in one go, and orders stabilized from 15 tons per month to 70 tons.
This is the value of Southeast Asian import channels—not just clean materials, but also traceable sources. In the GRS system, these four words are truly worth spending money. Medical-grade certification is a battlefield
To enter the medical supply chain, GRS alone is far from enough; that's the real battleground.
ISO The 13485 quality system is the ticket. The biocompatibility system must be retested item by item, and sterilization verification must be done once—if your material is safe after repeated steaming, you have to rely on the data. Putting all three together, just building the system and obtaining certification takes at least a year or so. If any step fails, all the money and time invested will be wasted.
Recycled PSUs for medical components are theoretically feasible; if the material source is clean and batch is stable, the performance foundation is solid. But the threshold is there: system certification, biocompatibility retesting, and sterilization verification—none of these can be missing.
The more practical challenge is the material source: before reusing medical waste, it must be inactivated and used through qualified channels; ordinary recycling plants simply cannot access this batch of clean material. There are tons of people on the market calling it "medical-grade recycled PSU," but only a handful have truly completed this set of certifications and can still supply transparent grade. The mainstream approach is actually to build on the base of native medical-grade PSUs, and industrial grade PIR downgrades for non-critical areas—saving money and avoiding the hardest hurdle.
To put it bluntly, medical-grade regenerative PSUs sound sexy but are actually a tough direction. Without a year or two of system accumulation and real money, don't force your way in.
Food contact grade is the ceiling
Food contact grade is the ceiling for recycled PSU certification.
FDA that authorization has already been verified—PSU resin is indeed on the list of products that can be used for food contact. EU corresponds to 10/2011.
But the problem is: food contact grades usually only accept virgin or strictly closed-loop materials, meaning the sprue, gate, and defective products from the same production line, with clean sources and clear histories.
Those multi-source recycled materials generally don't use food contact—the sources are too mixed, and you can't say what was mixed in. Who would dare to approach food products?
If you really want to go down this path, recycled PSUs need to be separately proven to be "equivalent to virgin," from project approval, material preparation, simulation migration testing, to submitting the full set of process data, then reviewing a round of replenished materials, completing one cycle and laying the base for a year, costing anywhere from hundreds of thousands to over a million. So far, there is no precedent for actual mass production on this route.
reminds us of domestic boundaries: PSUs used for food contact cannot exceed the temperature limit, and infant food containers are clearly prohibited. Crossing this line isn't a matter of returns, but the entire category can't enter the market.
To put it bluntly, food-grade recycled PSUs are the right direction, but the timing hasn't come yet.
Southeast Asian material sources are another moat
Many people compete with certification itself, but actually forget that certification is rooted in the source. Under
RCEP framework, tariffs on plastic pellets between China and ASEAN have gradually dropped to zero, and you can enjoy benefits with a certificate of origin. Over the years, Chinese-funded modified factories have set up factories one after another in Vietnam and Malaysia, and local recycling and pelletizing bases have grown large.
Speaking of the Southeast Asian sources of special PSU recycled materials, the current real path is this: electronics factories in northern Thailand and Vietnam, semiconductor and medical factories in Malaysia, and PSU scraps generated during production, sorted and then returned to China. The volume isn't large, but the material is clean and the history is clear.
channel layout is accelerating; the truly established recycled PSU suppliers among major clients almost always have a Southeast Asian source channel behind them.
This isn't a bonus, it's a moat—because the "traceability" of GRS and ISCC certifications is rooted here. Where the material comes from and whose hands do it go through? Without this channel, you can't even make a perfect line.
Four directions, selecting materials according to certification .
Up to here, there are four commonly used directions for certification:
GRS-certified materials, with clear recycled content chains, handling branded customers and export orders;
Medical-grade certified materials, ISO 13485 plus a complete set of biocompatibility, specializing in the medical device supply chain;
Drinking water-grade materials, only those with NSF 61 certifications and endorsements to deal with direct contact with drinking water;
Food contact grade materials, the kind that actually gets FDA authorization and has a closed-loop material source, are still scarce.
Ordering based on certification is much more reassuring than ordering based on price.
Selection mnemonic, explained in nine sentences
Finally, here’s a set of selection mnemonics you can use directly:
1. For brand clients or exports, first check whether GRS and ISCC certifications are complete;
2. Entering a medical factory, you can’t skip either ISO 13485 or biocompatibility re-testing;
3. For drinking water, recognize NSF-type certifications, don’t try to use ordinary recycled materials;
4. Want to handle food contact? First consider authorization and closed-loop material sources, don’t force it;
5. UL 2809 doesn’t assess performance, but it does verify the authenticity of recycled content, which is more reliable than verbal promises;
6. Even if the certificates are complete, if the material source can’t be clearly explained, factory audits will still fail;
7. For Southeast Asian import channels, clarify whether it’s a Chinese-funded base or a trading intermediary;
8. RCEP zero-tariff compliant pellets justify higher prices than just packaging materials;
9. For large-scale supply, first see if you can supply ten consecutive batches, then discuss single batch price.
Just these nine points, select materials according to certification, and you’ll have confidence.
Final notes
In the recycled PSU industry, the competition on the surface is about price, underneath it’s about certification and material source. Certification can become invalid if not audited for a year; the material source, if unstable, can cause problems within three months.
