1 Overview

1.1 What is Recycled PPO

PPO (Polyphenylene Oxide) and PPE (Polyphenylene Ether) refer to the same material: in the U.S. and the DuPont-Noryl system, it is commonly called PPO, while in Japan and the academic circles following national standards, it is referred to as PPE. They are the same substance, only named differently; in this report, it is written as "PPO/PPE" according to the industry's common usage.

Pure PPO is an amorphous thermoplastic specialty engineering plastic, with a glass transition temperature (Tg) of approximately 210–211°C, a density of about 1.06 g/cm³ (one of the lighter engineering plastics), very low water absorption (about 0.06%–0.07%, lower among the five major engineering plastics), a dielectric constant of around 2.5–2.8 (relatively low among engineering plastics), and extremely low dielectric loss over a wide temperature and frequency range. Processing of the pure material is difficult, and commercially over 95% is modified PPO (MPPO/MPPE), with the mainstream being PPO/PS (PPE HIPS) alloys; other modifications include PPO/PA, PPO/PBT, glass fiber reinforcement (10%/15%/20%/30%), conductive and anti-static, and mineral-based low warpage variants. The melt processing temperature of PPO/PS alloys is approximately 260–300°C, with standard MFR test conditions of 280°C/5kg.

Recycled PPO (rPPO/rPPE) is divided into two categories based on material source: PIR (Post-Industrial Recycling) comes from automotive/electronic factory sprue material and industrial sprues; PCR (Post-Consumer Recycling) comes from disassembled electronic and electrical housings, household appliance scrap, and end-of-life vehicles. The conventional recycling process is crushing → sorting → washing → drying → (extrusion) granulation. Please note: the national standard clearly states that recycled PPE is not suitable for hazardous wastes such as medical waste, pesticide packaging, or radioactive waste, and it is also not used for food contact materials.

1.2 Core Values

Cost side: The mainstream transaction range for recycled PPO is about 15,000–23,500 yuan/ton (as of the 2026-09-11 quotation), while the market range for virgin modified MPPO is about 20,000–40,000 yuan/ton. Recycled materials are about 30%–50% lower than virgin materials, providing substitution potential for cost-sensitive structural components.

Emission Reduction Aspect: The native PPO synthesis process is complex and energy-intensive. Mechanical recycling eliminates the monomer synthesis step, making emission reduction and energy saving feasible; reference can be made to benchmark levels in the engineering plastics industry (for example, SABIC's advanced recycling route for circular polymers saves about 2 kg CO₂/kg, in the context of polyolefins, and cannot be directly applied to PPO). PPO-specific LCA values will be provided in a dedicated report.

Policy side: The EU's new ELV regulation (EU) 2026/1738 has been implemented, requiring that from September 2032, at least 15% of plastics in new vehicles come from post-consumer recycled plastics, and from September 2036, at least 25%, with at least 20% of this specifically coming from closed-loop recycling of end-of-life vehicles. Only post-consumer waste is recognized—this is the core policy driver for recycled PPO to enter the automotive supply chain.

1.3 Important Distinction: The Two 'PPO' Markets Should Not Be Confused

This report focuses on modified MPPO engineering plastics and their recycled materials (mainly used in automotive/electronic/water treatment structural components, primarily PPO/PS alloys). There is another type on the market: electronic-grade linear PPO resin for high-frequency, high-speed PCBs/CCLs (M8 grade, spot price around 500,000–700,000 CNY/ton in 2026), which belongs to the coatings/copper-clad laminate raw material market. Although both are called PPO, their molecular weight form, purity requirements, price range, and downstream applications are completely different, and the data cannot be mixed. When selecting or quoting, it is necessary to first confirm whether the subject is 'modified engineering plastic MPPO' or 'electronic-grade linear PPO resin.'

2 Application Areas and Specific Products

According to the paid consultation report (to be verified), in the global modified MPPO downstream structure, electronics and electrical applications are the main segments, with automobiles accounting for about 32%–34%, industrial and water treatment about 16%, and office automation about 12%. The core material selection for recycled PPO focuses on: very low water absorption, dimensional stability, hydrolysis resistance, excellent dielectric properties, and the trend of natural flame retardancy and self-extinguishing.

2.1 Automobiles (including new energy 'three-electric' systems)

3 Industry Classification System

Current Status of National Standard: GB/T 40006.13-2025 'Plastics — Recycled Plastics — Part 13: Polyphenylene Ether (PPE) Materials' was issued on 2025-08-01 and will be implemented on 2026-02-01, and is currently in effect (not the previously rumored 2023 version). Its scope applies to granular PPE (REC) made from waste polyphenylene ether/high-impact polystyrene alloys (PPE PS-I) as raw materials and processed through mechanical recycling. Classification and naming are as follows: PPE HIPS(REC)-B1-C-1,,M,01-01: divided into three groups by MFR (280℃/5kg) of 01/02/03 (corresponding to MFR ≤10 / 10–20 / 20–40 g/10min); each group is further divided into two grades: -01 (ash ≤1%) and -02 (ash ≤5%).

Industry-standard grading mainly unfolds from five dimensions: purity grade, molding application, modification direction, color, and grade designation system. See Table 5 for details.

The degradation in recycling is mainly qualitative: after multiple melt cycles, the length of glass fibers in reinforced materials shortens and the aspect ratio decreases, leading to a slight decline in modulus/stiffness and a more noticeable drop in notch impact strength; however, academic studies have shown that flame-retardant PPO/HIPS maintains a higher IZOD impact retention after multiple cycles compared to similar PC/ABS. In terms of dielectric properties, because the molecules do not have strongly polar groups, the dielectric constant/loss changes little after recycling (specific retention rates need to be verified). 4.2 Classification by Use and Modification

The molding application determines the requirements for flowability and melt strength, while the direction of modification determines additional properties such as rigidity, conductivity, and chemical resistance. When selecting grades of recycled PPO, both dimensions need to be considered simultaneously, as detailed in Table 9.

5 Color System

The color of recycled PPO directly determines the price and positioning. The mainstream color is mainly black (all samples verified according to the national standard are black), followed by gray, beige/amber/natural color. Compared with virgin natural color material, recycled material has a darker and more yellowish color, which does not affect the basic mechanical properties. The relationship between color and quotation is shown in Table 10.

Reasons for black being dominant: ① Strong coverage of black — recycled materials come from various sources with significant color differences, and black can cover yellowing and mixed colors, making it the easiest to use; ② Wide sources of black — electronic/car black shell materials are abundant and are the main source of recycled PPO. Therefore, black is of relatively mixed grades, with a wide price range (price list for black high-temperature material ranges from 15,500–23,500 RMB/ton, with two levels coexisting). Beige/natural-colored materials have relatively simple compositions and can be used for mid-to-high-end color matching, with moderate prices; gray fiber-reinforced materials are comparable to GFN2, with higher prices.

Color change mechanism: The processing temperature of PPO/PS alloy is high (260–300°C). Repeated melting, residual moisture and impurities, and the thermal-oxidative aging of the hindered phenol/flame retardant system lead to yellowing and carbonized coloration of the PS phase. The characteristic of PPO when burned is 'rapid shrinkage, with an inky smell slightly bitter,' which can be used as an auxiliary visual indicator during sorting.

6 Market and Trend Overview

6.1 Production Capacity and Price Pattern

Production capacity (according to paid consulting reports, to be verified): In 2025, China's PPO (engineering-grade modified) output is about 137,000 tons; Bluestar Chemical 38,200 tons (about 27.9%), Kingfa Technology 29,500 tons (about 21.5%), Ningbo Lian 16,800 tons (about 12.3%), Shandong Haolin 9,200 tons (about 6.7%). In 2025, the market size of China's polyphenylene ether alloys is about 4.23 billion yuan (year-on-year growth of about 8.6%); the global linear PPO resin in 2025 is about 1.965 billion USD. There is no authoritative public statistic for the annual output/consumption of recycled PPO—being a niche specialty engineering plastic recycled variety, only a few leading domestic companies have established closed-loop recycling demonstration lines, and the scale is much smaller than general-purpose materials such as PP/ABS, and the specific tonnage is to be verified.

Price: The market price of virgin modified MPPO engineering plastic is approximately 20,000–40,000 yuan/ton (varies greatly depending on grade/reinforcement ratio, to be verified); the comprehensive quotation range for recycled PPO is about 15,000–23,500 yuan/ton. Additionally, low-end black PPO reinforced recycled pellets are listed as low as about 7,700 yuan/ton on 1688 (industrial grade, low quality). Production capacity and recycled trade distribution are concentrated in East China (Ningbo/Suzhou/Dongguan for trade distribution) and South China (Dongguan/Shenzhen agent clusters); the main hubs for recycled trade distribution are Yuyao/Cixi in Zhejiang and Zhangmutou in Guangdong.

6.2 Quotation Details on 2026-09-11 (6 valid items, total purchasable quantity 190 tons)

The following are 6 valid PPO material details from the primary quotation dated 2026-09-11. Note: In the quotation, the item listed as “PSU recycled material | PPO: beige 25,000” has a specification inconsistency and is suspected to be a PSU typo, so it is not included in the PPO sample and has been excluded. For black high-temperature material, there are two price levels, 15,500 and 23,500 yuan/ton, with a large price difference, possibly due to quality or batch differences, which need to be verified.

6.4 Policies and Regulations

China: GB/T 40006.13-2025 (Special Standard for Recycled PPE, effective 2026-02-01) and GB/T 40006.1-2021 General Rules. Domestic vehicle manufacturers (BYD, NIO, XPeng, etc.) have ESG procurement guidance for recycled content in their supply chains, but there is currently no national-level regulation mandating a percentage of recycled materials (to be verified). Imports of recycled plastic pellets require the "Environmental Project Test Report for Recycled Plastic Pellets", a declaration of legal source of raw materials, MSDS, and quality certificates (MFR/ash content).

European Union (Strong Driver): The new ELV Regulation (EU) 2026/1738 has been implemented — from September 2026, the proportion of post-consumer recycled plastics in new vehicles must be ≥15%, and from September 2032, ≥25%, with at least 20% of that required to come from closed-loop recycling of end-of-life vehicles, only recognizing post-consumer waste. WEEE and RoHS 2011/65/EU require recycled PPO to control polybrominated biphenyls (PBB/PBDE), phthalates, etc.

USA/Japan: The United States has no federal law mandating the proportion of recycled materials, relying on UL2809 recycled content declarations and brand procurement requirements; Japan promotes it through the Home Appliance Recycling Law, and PPO recycling is mostly conducted within corporate closed loops (specific legal provisions need to be verified).

6.5 Emission Reduction Data

No authoritative public figures were found for PPO-specific 'recycled vs. virgin' precise carbon emission reduction percentages, noted as pending verification. Industry-level facts that can be referenced (not PPO-specific, source must be indicated): SABIC launched a PCR-based Noryl product portfolio, with formulations containing more than 25% PCR, of which NH5120RC3 contains 30% PCR; simultaneously, SABIC launched fully ISCC PLUS certified bio-based versions (300 grades). Industry benchmark LCA (SABIC-certified circular polymers, polyolefin scope): advanced recycling routes save about 2 kg CO₂/kg — cannot be directly applied to PPO, only for order-of-magnitude reference. Qualitative conclusion: PPO virgin synthesis processes are complex and energy-intensive; mechanical recycling skips the monomer synthesis step, making emission reduction and energy saving feasible, but specific percentage points/ton energy consumption data await a PPO-specific LCA report.

6.6 Southeast Asia Import Channels and Material Source Background

Policy and Trade Background: After China's 'Waste Ban,' sources of waste plastics have shifted to Southeast Asia. Chinese-funded companies, after establishing factories in Vietnam, Thailand, and Malaysia, export recycled pellets back to China. Regarding tariffs, under the ASEAN Free Trade Agreement/RCEP, over 90% of products enjoy zero tariffs (a certificate of origin is required), with an additional value-added tax applicable; goods originating from RCEP member countries can enjoy preferential rates under the agreement.
