但你知道一张GRS认证要审多久?一个航空FAR 25.853认证要花多少钱?医疗ISO 10993,再生料里基本拿不到。
真相是:再生PEI这行,真正卡住人的不是价格,是证。
没有证,你耐高温做得再匀,品牌客户和整机厂也不敢把你写进合格供应商名录;有了证,同样一吨再生琥珀色PEI,价格能比无证的高出一大截。
这篇把再生PEI的认证门槛一层层剥开,看看每张证背后到底是多少钱、多少时间、多少料源的功课。
再生PEI的认证体系,是分层的,一层一道门。
首层是再生含量认证,GRS、ISCC PLUS、UL 2809,证明你这料里真有那么多回收料、链路可追溯;第二层是航空FST,FAR 25.853加OSU放热,证明你敢进客舱;第三层是医疗,ISO 10993加USP Class VI,证明你敢碰人体;第四层是电子电器,UL94天然V-0加RoHS、REACH,证明你敢接品牌整机厂;第五层是食品接触,FDA 21 CFR 177.1595,证明你敢碰食品。
每一层都是真金白银堆出来的。你想接哪类客户,就得先翻哪道门。
门后面的世界,比门前面贵得多——每一张证,都是高值琥珀再生料的通行证。
但要说清楚一个残酷现实:再生料因为追溯链断裂,航空、医疗、食品这三张证基本保留不住,能稳稳拿到手的,主要是首层的再生含量认证和电子那一层的UL94合规。这也是为什么再生PEI走的是工业级电子件这条主路——不是不想进高值区,是证真拿不到。
GRS是入场券,UL2809是敲门砖
GRS,全球回收标准,再生含量不低于20%就能申请,但申请下来只是开始。
它不光查你料里有多少回收料,还顺手套上环境、社会、质量一大堆要求,物理链路追溯要四要素齐全,全链条可追溯。市面上已经有zanpolymer这类rPEI商品标注GRS,琥珀色颗粒,就是冲着品牌客户再生含量需求去的。
品牌客户更认UL 2809——那是把再生含量声明拆开验证,PIR和PCR占比算清楚,区分闭环料和开路料,第三方来人现场审核一整套。它不考核物理性能,但考的是你这料里的再生含量是不是真的、从哪来的。
ISCC PLUS走的是质量平衡路线,SABIC的生物基ULTEM Renewable就用这一套认证,是欧洲品牌客户常点的名。
宁波有家做特种工程塑料贸易的客户,之前一直在国内收料拼货,GRS证办了一年多,证书倒是有了,但一家欧洲品牌客户一来审厂,翻料源台账——这一批从哪个回收物出来的、上一任料是谁用的、中间过了几道分选,全说不清,直接把年度单子撤了。后来它把料源整个挪到东南亚——越南那边中资出海的造粒基地、泰国电子航空厂产生的干净PEI水口料,按GRS和ISCC PLUS两条线走,链路台账一条条补齐,半年后那家欧洲客户复审通过,年度订单反过来翻了一倍。

航空和医疗认证是修罗场
要进航空和医疗供应链,光有GRS远远不够,那才是修罗场。
航空这边,FAR 25.853加OSU放热速率是硬门槛。原生ULTEM 1000和9085本来就达标,波音空客的材料目录里挂了几十年。但再生料想保留这张证——追溯链一断,基本没戏。你说你这批rPEI是从航空厂水口料回来的,上一代料是哪个牌号、哪个批次、有没有被污染,翻不出台账,整机厂一句追溯无效就把你打回原形。
医疗这边,ISO 10993加USP Class VI是门票,HU1000、HU2100原生达标。但再生料原则上不用于医疗主件——可追溯性和灭菌验证两件事,再生料批次波动大,验证做不起。国标这边也把边界划死了,GB/T 40006.1-2021明确不适用于医疗废物来源的再生料。
政策这边,欧盟新ELV法规2026/1738强驱动——2032年9月起新车塑料中消费后再生塑料占比不低于15%,2036年9月起不低于25%,只认消费后废料,而且其中至少20%必须来自报废车辆闭环回收。国内这边,整车厂ESG采购导向已经起来,但还没有国家强制占比法规。
说白了,航空和医疗是听着性感、做着骨感的方向,没有原生牌号的完整台账和一两年的体系积累,别硬闯。
电子和食品接触是两道天花板
电子电器和食品接触,是再生PEI认证的两道天花板。
电子这边,UL94 V-0/5VA是硬指标。PEI分子主链带芳环,本质阻燃,0.75到1.5mm壁厚就天然V-0,不需要额外加阻燃剂——这是它相对PC、ABS、PA顶硬的一条优势,别家靠加阻燃剂凑,它靠分子结构本身就达标。RoHS和REACH那套有害物质合规也要跟上。
食品接触这边,FDA 21 CFR 177.1595是PEI的专项条款。这里必须说一个很容易被搞混的点:177.1500那是尼龙,不是PEI;PEI的食品接触通道是177.1595。指定牌号比如1000F原生合规,部分牌号还过了NSF 51食品设备级。但再生料想碰这道门,基本没戏——FDA不认再生料的背书,料源没有原生牌号台账,过不了。
说白了,电子级和食品级是两个听着高级、做着骨感的方向。电子级那道门,PEI靠分子结构天然占优,再生料只要分选干净就能进;食品级那道门,原生牌号在,再生料别硬闯。
东南亚料源是琥珀再生料的另一条护城河
很多人盯着认证本身较劲,其实忘了——认证的根在料源。
RCEP框架下,中国和东盟之间的塑料粒关税一步步降为零,凭Form R原产地证就能享惠。中资改性厂这些年在越南、泰国、马来西亚设厂的一家接一家,本地的再生和造粒基地成规模。
越南那边2024年废塑料造粒产能已经做到约68万吨,其中大约65%由中资或中资控股运营,主供欧美日韩品牌的再生含量需求。越南2025年起全面禁止废塑料进口,只允许高纯颗粒入境;泰国2025年1月起也禁了塑料垃圾进口。这意味着东南亚本土再生产能正在从废料分拣转向高纯造粒,货源结构趋紧。
要说特种PEI再生料的东南亚来源,目前的真实路径是这样的:泰国和越南北部那一带的电子厂、航空厂,生产过程中产生的PEI水口料和边角料,经中资再生厂分拣、造粒后回流中国。量不算大,但料干净、历史清楚,正好喂饱GRS和ISCC那套追溯体系。HS编码3907.99项下PEI专项贸易数据没有单独披露,渠道布局正在加速,真正在大客户里站稳的再生PEI供应商,背后几乎都有一条东南亚的料源通道。
这不是加分项,是护城河——因为GRS、ISCC那些证考的可追溯,根就在这里。料从哪片回收物出来的、经过谁的手,没有这条通道,你编都编不圆。
反过来讲,国内不少做再生PEI的贸易商,手里有货有账,但拿不出一条连贯的海外料源台账,客户一翻就露馅。这就是为什么同样一吨GRS认证料,有东南亚进口渠道的能多卖一截价——人家卖的不是料,是那本翻得开、对得上、查得清的账。

The truth is: in the recycled PEI industry, what really holds people in hold is not the price, but the certification.
Without a certificate, no matter how evenly you make high-temperature resistance, brand clients and OEMs won't dare to list you as a qualified supplier; With a certificate, the price for one ton of recycled amber-colored PEI can be much higher than uncertified.

The recycled PEI certification system is layered, with each layer having a gate.
The first layer is recycled content certification: GRS, ISCC PLUS, UL 2809, proving that your material really contains a lot of recycled material and traceable links; The second layer is aviation FST, with FAR 25.853 plus OSU for heat release, proving you dare to enter the cabin; The third layer is medical, with ISO 10993 plus USP Class VI proving you dare to touch the human body; The fourth layer is for electronics and electrical appliances, UL94 natural V-0 plus RoHS and REACH, proving you dare to connect with branded OEMs; The fifth layer is food contact, FDA 21 CFR 177.1595, proving you dare to touch food.
Every layer is built with real money. Whatever type of customer you want to serve, you have to first go through that door.
The world behind the door is much more expensive than in front of the door—every certificate is a pass for high-value amber recycled materials.
But let's be clear about a harsh reality: because the traceability chain is broken, the certificates for recycled materials in aviation, medical, and food basically can't be kept. The only ones you can secure are the first-layer recycled content certification and the UL94 compliance on the electronics layer. That's why recycled PEI takes the industrial-grade electronic component path—not because they don't want to enter high-value zones, but because certification is hard to get.
GRS is the entry ticket. UL2809 is the entry
GRS, a global recycling standard. If the recycled content is no less than 20%, you can apply, but getting approved is just the beginning.
not only checks how much recycled material is in your material, but also applies a bunch of environmental, social, and quality requirements. Physical traceability requires all four elements to be complete, with full traceability throughout the chain. There are already products on the market like zanpolymer labeled with GRS and amber pellets, targeting brand customers' demand for recycled content.
brand clients recognize UL 2809 more — that is, they break down the recycled content declaration for verification, clearly calculate the proportion of PIR and PCR, distinguish between closed-loop and open-circuit materials, and have a third-party on-site review complete. It doesn't assess physical performance, but it tests whether the recycled content in the material is real and where it comes from.
ISCC PLUS follows a mass balance approach. SABIC's bio-based ULTEM Renewable uses this certification system, which is a common name among European brand clients.
Ningbo, a client engaged in special engineering plastics trading has been collecting and consolidating materials domestically. The GRS certificate has been in place for over a year, and the certificate is in place. But when a European brand client comes to audit, they check the material source ledger—which batch of recycled material came from, who used the previous material, how many sorting steps were made, but none of it is clear, and they directly withdraw the annual order. Later, they shifted their material sources entirely to Southeast Asia—the Chinese granulation base in Vietnam and the clean PEI sprue material produced by Thailand's electronics aviation factory. They followed two lines: GRS and ISCC PLUS, with the chain ledger completed one by one. Six months later, the European client passed the re-examination, and the annual orders doubled.
This is the value of Southeast Asian import channels—not just clean material, but also traceable sources. In the GRS and ISCC systems, it truly counts as money. Aviation and medical certification is a battlefield
To enter the aviation and medical supply chain, GRS alone is far from enough; that's the real battleground.
Aviation, FAR 25.853 plus OSU heat release rate is a hard threshold. Native ULTEM 1000 and 9085 already meet standards, and Boeing Airbus's material catalog has been listed for decades. But if recycled materials want to keep this certificate—once the traceability chain breaks, it's basically impossible. You say this batch of rPEI came from the aircraft factory's Shuikou material, but you can't dig up the previous generation's grade, batch, or contamination status. The manufacturer can just say traceability is invalid and throws you back to the original state.
On the medical side, ISO 10993 plus USP Class VI is the ticket, while HU1000 and HU2100 are native to meet standards. But recycled materials are generally not used for medical main components—traceability and sterilization verification are two matters. Batch fluctuation in recycled materials makes verification impossible. The national standard has also set clear boundaries, with GB/T 40006.1-2021 clearly excluding recycled materials from medical waste sources.
Policy side is strongly driven by the EU's new ELV regulation 2026/1738—starting September 2032, post-consumer recycled plastics must account for no less than 15% of new car plastics, and from September 2036 no less than 25%. Only post-consumer waste is recognized, and at least 20% must come from closed-loop recycling of end-of-life vehicles. Domestically, automakers have adopted ESG procurement orientation, but there are still no mandatory national regulations for proportion.
To put it bluntly, aviation and healthcare are directions that sound sexy but are lean in the field. Without a complete ledger of original brands or a year or two of system accumulation, don't rush in.
Electronics and food contact are two ceilings
Electronics and food contact are the two ceilings for recycled PEI certification.
On the electronics side, UL94 V-0/5VA is a hard standard. PEI molecules have aromatic rings in their main chain and are inherently flame-retardant. With a wall thickness of 0.75 to 1.5mm, they are naturally V-0 and do not require additional flame retardants—this is its advantage over PC, ABS, and PA in terms of hardness. While others rely on flame retardants, its molecular structure itself meets standards. Compliance with hazardous substances in RoHS and REACH also needs to keep pace.
Food Contact Here, FDA 21 CFR 177.1595 is a special provision for PEI. Here's a point that's easy to confuse: 177.1500 is nylon, not PEI; PEI's food contact channel is 177.1595. Specified grades like 1000F are natively compliant, and some grades even exceed NSF 51 food equipment grade. But if recycled materials want to touch this door, it's basically impossible—the FDA doesn't recognize recycled materials' endorsement, and the source has no native grade records, so it can't pass.
To put it bluntly, electronic grade and food grade are two directions that sound premium but sound lean. At the electronic grade gate, PEI naturally dominates due to its molecular structure; as long as recycled materials are cleanly sorted, it can be entered; At the food grade gate, the original grade remains, so recycled materials shouldn't be forced in.
Southeast Asian sources are another moat for amber recycled materials
Many people focus on certification itself but actually forget—the root of certification lies in the source. Under
RCEP framework, tariffs on plastic pellets between China and ASEAN are gradually being reduced to zero, and with Form R certificates of origin, you can enjoy benefits. In recent years, Chinese-funded modification factories have set up one after another in Vietnam, Thailand, and Malaysia, with local recycling and pelletizing bases reaching scale.
Over in Vietnam, in 2024, waste plastic pelletizing capacity has reached about 680,000 tons, with about 65% operated by Chinese or controlled by Chinese capital, mainly supplying recycled content needs from European, American, Japanese, and Korean brands. Vietnam will completely ban waste plastic imports starting in 2025, only allowing high-purity pellets to enter; Thailand will also ban plastic waste imports starting January 2025. This means that Southeast Asia's local recycling capacity is shifting from waste sorting to high-purity pelletizing, tightening the supply structure
Speaking of the Southeast Asian sources of special PEI recycled materials, the current real path is this: in electronics and aviation factories in northern Thailand and Vietnam, PEI sprue and scrap materials generated during production are sorted and pelletized by Chinese-funded recycling plants before being returned to China. The volume isn't large, but the material is clean and historically clear, which perfectly feeds the traceability systems of GRS and ISCC. Under HS code 3907.99, PEI special trade data is not separately disclosed; channel layout is accelerating. Recycled PEI suppliers who truly establish themselves among major clients almost always have a Southeast Asian source channel behind them.
This is not a bonus, it's a moat—because the traceability of GRS and ISCC certifications is rooted here. Where the material comes from or where it passes through — without this channel, you can't even make a perfect article.
Conversely, many domestic traders dealing in recycled PEI have goods and accounts but cannot produce a coherent overseas source ledger, so customers easily expose their vulnerabilities. This is why the same ton of GRS-certified material with Southeast Asian import channels can sell for a bit more—they are not selling raw material, but a ledger that can be opened, matched, and verified.
Five directions, selecting materials according to certification
Up to this point, there are five commonly used directions based on certification:
GRS-certified materials, clear recycled content chain, branded customers and export documents;
Aviation FST virgin material, FAR 25.853 plus OSU heat release natural meeting standards, squatting in cabin interiors and 3D printed parts;
Medical ISO 10993 material, HU series virgin medical grade, withstands repeated sterilization;
UL94 electronic-grade material, natural V-0 with RoHS and REACH complete set, suitable for complete machine factories and semiconductor test parts;
FDA food-grade material, choose the 177.1595 original grade before handling food contact work.
Ordering by certificate is much more reliable than ordering by price.
Selection tips, nine sentences explain
Finally, here's a set of practical selection tips:
1. When receiving brand customers or exporting, first ask if GRS and ISCC are ready;
2. When entering airline cabins, recognize native FAR 25.853, don't force your way with recycled materials;
3. When entering medical main components, use HU series ISO 10993, do not touch recycled materials;
4. Connect with electronics manufacturers, verify UL94 natural V-0 and RoHS together;
5. Contact food with 21 CFR 177.1595, not 177.1500;
6. UL 2809 does not assess performance, but it tests the authenticity of recycled content, which is more effective than verbal promises;
7. Southeast Asian import channels: clarify whether it is a Chinese base or a resale trade;
8. RCEP Form R certificate of origin—ask if the Xianghui channel has been used;
9. For large-scale supply, first see if you can supply ten batches consecutively, then negotiate the price for a single batch.
Just these nine rules, choose materials according to the certificate, be confident.
Final thoughts
In the recycled PEI industry, on the surface, it's all about price, but deep down it's about certificates and material sources. The certificate is a skin—if not reviewed for one year, it's void; As for the source line, if it's not stable in three months, problems will arise.
